Software language and console language are separate things.

Nintendo's Japan-market “Japanese-Language System (Japan only)” Switch 2 supports Japanese only as its system language and links only to Nintendo Accounts set to Japan; Nintendo says software normally follows the system language, but some games let you change it individually.
